Phase 1: The Foundation (Personal Documents)

These documents are required for both spouses (or a single woman) to establish your legal status in the UAE.

Phase 2: Eligibility & Conduct (The "Good Conduct" Stage)

The Police Clearance Certificate (PCC) is mandatory to prove you have no criminal record involving “honor or trust.”

Phase 3: Financial & Living Standards

You must demonstrate the “financial capacity” to support a child’s education, healthcare, and lifestyle.

Phase 5: For International Adoptions (Visa Sponsorship)

If you are adopting a child from outside the UAE (e.g., from India or another country), you will need these additional documents for the Dubai Courts and GDRFA to sponsor the child’s visa:
Important Note on Attestation: Any document issued outside the UAE (Birth/Marriage certificates, International PCC) must be attested by the Ministry of Foreign Affairs (MOFA) in the issuing country, the UAE Embassy in that country, and finally by MOFA within the UAE.
